Serhiy Tokarev About the Prospects of AI Technologies for the Future of Ukraine

Serhiy Tokarev, a well-known Ukrainian investor in IT projects, emphasized that at this year’s Web Summit, artificial intelligence became the main topic of discussion.

“I have been working in high technology for more than 20 years and I must admit that I did not expect such rapid development of artificial intelligence technologies,” he said, emphasizing the importance of this topic for the current public dialogue.

With the rise of artificial intelligence on the horizon, complex questions arise that require careful consideration from society. Much discussion is taking place around the potential threats that accompany this rapid technological advancement. Politicians, tech experts, and public figures have raised concerns about property rights, deep fakes, the ethics of AI decisions and legal liability issues.

Serhiy Tokarev suggests that the world’s ability to adapt to such innovations is in question since ignorance leads to anxiety. According to Goldman Sachs, these discussions also include the potential displacement of many occupations, which could affect up to 300 million jobs globally.

This November, London became the epicenter of global AI security efforts. The AI Safety Summit, the world’s largest conference on AI regulation, brought together representatives from 28 countries and key companies in this field. Summit participants took responsibility for conducting safety testing of advanced AI models.

In response to growing uncertainty in artificial intelligence, the UK announced the creation of an AI Safety Institute, which will focus on AI safety in the public interest.

It may seem that actions aimed at regulating artificial intelligence are promoting controlled development of technology. But in practice, this is not the case. Discussions in the field of artificial intelligence are mainly between government representatives and industry giants such as Meta or OpenAI.

“This allows large companies to dictate their terms, which strengthens their dominance in the market,” said Serhiy Tokarev. In his opinion, this approach complicates the conditions for small startups and slows down the overall progress of technology. It’s more of a nuisance than a regulation.

Artificial intelligence in Ukraine is actively used in various fields. An example is the ClearView AI facial recognition system used at checkpoints to identify Russian war criminals. Successful AI projects are also being developed in Ukraine: the high-tech company Zibra AI, working with artificial intelligence, received an investment of $500,000 from the American venture fund a16z. Various applications of AI in Ukraine include the educational platform Preply, which uses an artificial intelligence assistant to create exercises, the DeepGreen Ukraine service to detect illegal deforestation through satellite photos, and the Wincourt system, which provides forecasts for court decisions.

“By providing a platform for development to leading companies, we will attract investment and new technologies that will help Ukraine prosper economically and prove useful on the technological battlefield,” said Serhiy Tokarev. “Today’s war is technological, and to win we need to cooperate with leading technology companies and develop the Ukrainian military industry. War is expensive, and post-war reconstruction is even more expensive. Using these opportunities, we can accelerate the pace of reconstruction and modernization of the country. Ukraine has already demonstrated impressive achievements in digitalization and technology development, it’s time to up the ante and show results in the AI arena.”
