Dylan is in the waiting room at Rosse Hall warming up before his concert by pounding out wild rock and roll songs and singing gibberish lyrics. Bob Neuwirth (on the left) is looking on. That’s probably Dave Banks, organizer of the concert, in the middle.
This photo by John Cooke is in Robert Shelton’s “No Direction Home” (1st edition). The scene is described in “Interview with Jay Cocks” originally published in The Kenyon Collegian (Nov 20, 1964) and more recently reprinted in “The Essential Interviews”, edited by Jonathan Cott (2006)
